這是還原菲律賓總統府副發言人當天記者會的現場..其中記者問了相當多的問題,有台菲問題及菲律賓選舉問題...,然而,讓台灣人民覺得光火的部分(請從9分35秒看起)居然是問有關菲律賓選舉的問題,這和台灣一點關係都沒有,但是卻被媒體解讀成菲方對洪家人無理及不尊重,進而挑起台灣人民的仇恨,真是其心可議,我知道槍殺洪先生的菲律賓海政船的官員很可惡,但是,媒體卻利用這樣的同情心來煽動台灣人民,,其實才是最可惡的,希望大家把這訊息傳出去,別再讓兩國的人民受傷了.....謝謝..

It really bothered me when I heard this is one of the reasons Taiwanese are so angry, so I decided to investigate.
Her laughter was about the Philippines election, not the fisherman getting killed. This press conference started out about the Taiwan issue, but towards the end she also answered questions about other matters.
You can skip the first part and just watch the video from 9:37-10:17
Background story: Senator Cayetano (male) and Senator Legarda (female) belong to the same party supported by the president. They have a professional rivalry and there was bad publicity about Senator Legarda having undeclared properties in the US which implies she has hidden wealth, and rumors pointing to Senator Cayetano as the source of the bad publicity.
This is the english translation:
Reporter: "The decision of the president which is to relegate the job of talking to Senator Cayetano to Secretary Roxas, can we interpret that body language to mean that he took Senator Legarda's side, that he was unhappy that senator Cayetano was the source of the negative publicity?
Spokesperson Valte: "Perhaps I don't want to interpret the body language or to put any other meaning into... when there's really nothing there. i don't want to second guess the president."
I wonder why the news media would claim that she was laughing about a Taiwanese fisherman getting killed, which would understandably anger Taiwanese citizens. My Taiwanese friends, I hope when you have the chance you can tell people about this information.
